He was appointed mayor in 1931 and was re-elected in ’32, ’34, ’36, ’38 and ’40. He then served two additional terms in ’46 and ’48, a total of 16 years.

B.J. Pittman and all the city council members resigned office effective Dec. 31, 1919 and a new council and mayor took office on January 2, 1920 as De Leon became a Home Rule City under its present charter.
C.E. Kenyon resigned by telegram. He was an officer in the First State bank and apparently moved to Canada with most of the bank’s funds.
When W.L. Steakley resigned, Jeff Tate the Mayor Pro-Tem filled the office until election day. The regular election for mayor was a year away but the council decided to hold a special election to fill the seat in conjunction with an election for two council seats. In the special election F.T. Daniell was elected, however the election was voided when it was determined that the council had to fill the slot by appointment. In 1931, M.Z. Stovall was the only incumbent councilman not up for re-election and neither Tate nor the other council member ran again for their council seats. When the new council met, Stovall was elected Mayor Pro-Tem by the two new members. So, at that point he was actually the acting mayor. The first action of the council was to appoint Daniell to the mayor’s post. Daniell was called from his home to assume the office and thus Stovall was mayor for only a few minutes.
